That looks like a very similar design. I have not been outside to see if mine has been spinning or not. I know it works when DH gave it a whirl with his hand.
Mine was flat, too. It took us a while to figure what to do with it. DH just gently pulled it out a bit.
neat variagted nastursium leaves! It really does look like milk spilled on them.
